Why a constituent assembly?

We, European Union Citizens, held remotely of the process of the treaty establishing a constitution for Europe (TCE), held well off any debate on the contents of the TCE, held to ratify the terms of the TCE, require that a true democratic step govern the drafting and the adoption of a Constitution.

We consider it regrettable that the most noticed absent, as well in the development process of the TCE as in the body text or in its adoption, is the democracy.

We require that the future European constitution respect the following democratic principles:

-  a true separation of the powers.
-  the responsibility for the executive in front of the European citizens.
-  the neutrality of the constitutional text.
-  Lastly, that the mode of drafting and adoption of the future Constitution is democratic.

The construction of a democracy must be the fact of people representing all the diversity of the opinions of the whole of the citizens of the Union. Moreover, one democratic Constitution must be established by an assembly independent of the governments in place. The history shows that a process exists for that, it names constituent Assembly.

-  a constituent Assembly allows each European citizen to delegate a representative to the Parliament to defend her ideas there.
-  the delegates with the constituent Assembly are elected for a single task: the writing of a project of Constitution.
-  once the project of Constitution approved by the Parliament, it is subjected to the approval of the European people by referendum.
